The Skelljay

I'm not sure if I'll include it within the story because I already have a lot of depressing stuff to deal with, but I will at least lay the groundwork for it. I definitely think of the Social Worker as a supernatural figure, what with the teleportation, psychic powers, and complete lack of mercy or empathy. And she appears to have some power over Death itself/himself, at least when it comes to children.
